5.    Resolution to approve Change Order #21 for Blue Heron Construction - Contract 1A - General Construction - Phase 1 Wastewater Treatment Facility upgrades in the amount of $952,000.   This Change Order pertains to the Accessory Building to replace the building that was removed for the addition of the primary clarifiers.
